JOB SUMMARY
The Human Resource Generalist is responsible for implementing human resource services, including hiring, onboarding, staffing, employment processing, employee relations and retention, EEO compliance, labor relations and completing personnel transactions.
ESSENTIAL JOB FUNCTIONS

- Ensure appropriate staffing by screening candidates for instructional and non-instructional positions; utilizing knowledge of certification and job qualifications; ensuring placement is consistent with Board policies, state and federal law and labor contract agreements; conduct employee onboarding.
- Ensure compliance by monitoring certification and/or qualifications of staff.
- Participate in staff interviews as needed.
- Act on transfers, leaves of absence, retirements, resignations, terminations, layoff, and recall.
- Develop human resources solutions by collecting and analyzing information, recommending courses of action, including new policies and/or procedures.
- Build support and confidence in the Human Resources Department by acting as a liaison between principals, supervisors, and Human Resources, visiting the schools and departments on a regular basis.
- Improve principal and supervisor performance by identifying and clarifying problems; evaluating potential solutions; implementing selected solutions; coaching and counseling principals and supervisors.
- Assist with the administration and interpretation of various labor agreements and employee manuals.
- Comply with federal, state, and local legal requirements including, FOIA, Wage and Hour, EEOC, FMLA, employment; study new and existing legislation; enforce adherence to requirements; advise management on needed actions.
- Complete special projects by clarifying project objectives; setting timetables and schedules; conducting research; developing and organizing information; communicating to stakeholder.
- Protect the District’s value by keeping information confidential.
- Update job knowledge by participating in professional development and other educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
- Enhance department and District reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
- Interact with co-workers, administration, students, parents, and the community in a positive, supportive, and cooperative way.

QUALIFICATIONS
Education and Experience:
- Bachelor’s degree required. Willingness to obtain PHR certification within 18 months.
- One year of human resource experience
- Experience creating and providing training or professional development to adults.
- Competence in working with Windows based programs (Word, Excel) required.
Preferred Qualifications:
- Experience working in a unionized environment.
Knowledge, Skills, and Abilities:
- Excellent oral and written communication skills
- Ability to work independently with minimal supervision.
- Willingness to participate on the department committees and on district teams.
- Ability to problem solve (listen, identify problems and solutions) and provide excellent internal and external customer service.
- Ability to prepare reports by collecting, analyzing, and summarizing data.
- Ability to learn new technical systems as needed (HRIS system, district HR/Payroll system)
- Ability to work collaboratively and be a team player.
- Understanding of cultural competence and ability to work in a diverse environment.
- Ability to work in a fast-paced environment, handle multiple tasks at the same time, and meet deadlines in a timely manner.
