ASSISTANT SUPERINTENDENT OF HUMAN RESOURCES

 

Department: Human Resources             

Unit:  Executive Exempt

Salary:  Grade 116 – Specific salary based on experience     

  

JOB SUMMARY

The Assistant Superintendent of Human Resources oversees the development of human resources programs and policies such as recruitment, staffing, operation services, employee relations, and employee benefits. This position provides strategic cultural, human resource, managerial, external development, and micro-political leadership for the efficient and effective operation of the Human Resources Department through collaborative networking with internal and external stakeholders.

 

ESSENTIAL JOB FUNCTIONS

  • Plan, coordinate and evaluate the operations of the Human Resources Department.
  • Establish goals and objectives for the department.
  • Attend meetings as required representing the department in personnel matters.
  • Supervise the Director of Human Resources & Labor Relations, the Talent Acquisition team, the Staffing Team, Employee Benefits team, and other positions assigned to the Human Resources Department.
  • Joint responsibility with the General Counsel to supervise the Executive Assistant for Human Resources & Legal.
  • Plan, direct, supervise, assign, and evaluate the school’s recruitment activities, such as applicant interviewing, determination of applicant qualifications, background investigations, and reference checks.
  • Serve as the lead negotiator for all employee unions; initiate and coordinate the activities leading to and during the process of negotiations.
  • Investigate, analyze, and formulate methods for handling performance evaluation programs, including job descriptions, salary surveys, and position re-classifications.
  • Regularly communicate with district staff regarding human resource issues.
  • Conduct employee evaluations of direct reports and ensure that evaluations are completed for the human resources staff.
  • Other duties as assigned.

QUALIFICATIONS

Required Qualifications:

  • Master’s or bachelor’s degree in human resource management, business administration and five (5) years experience in a K-12, college, or university setting OR 10 years of experience in a K-12, college, or university setting in human resources.
  • Supervisory experience in a K-12, college, or university setting.

 

Preferred Qualifications:

  • Experience negotiating collective bargaining agreements.
  • Excellent written and oral communication skills.
  • Ability to work and supervise staff in a fast-paced team environment.
  • Ability to work effectively with diverse individuals in a wide range of positions within the district, as well as in organizations external to the district.
  • Ability to relate well and work cooperatively with internal and external customers.
  • Demonstrated ability to manage and effectively prioritize multiple tasks simultaneously and work effectively under pressure.
  • Ability to work in an atmosphere of collegial decision-making; demonstrate consensus-building skills.
  • Ability to work with a variety of individuals to problem-solve, communicate solutions, and apply corrective actions.

PHYSICAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. While performing the duties of this job, the employee is required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, talk, hear (in a quiet or noisy environment). Specific vision abilities required by this job include close vision, distance vision, and ability to adjust/focus.

 

WORK ENVIRONMENT

The noise level in the work environment is usually moderate. 

 

MENTAL FUNCTIONS

While performing the duties of this job, the employee is required to compare, analyze, communicate both orally and in writing, copy, coordinate, instruct, compute, synthesize, evaluate, use interpersonal skills, compile, and negotiate.
